Declaration of support for Ukrainian museums: Protect cultural heritage in Ukraine!

The Norwegian Museums Association represents the museums of Norway. Some of our associates have collaborated with colleagues in Ukraine and our thoughts go to our museum co-workers in Ukraine, their institutions, and the entire Ukrainian people.

Our hope is that the Ukrainian museums and cultural heritage will not become central targets in the ongoing armed conflict, that damage will be limited, and that the most central parts of Ukraine’s cultural heritage will be protected from destruction and plundering.

War and crisis are well-known threats to cultural heritage. The Convention for the Protection of Cultural Property in the Event of Armed Conflict, from Hague, 14th May 1954, emphasizes that the protection of cultural heritage in war is the responsibility of all countries, not just the states that are directly involved.

During armed conflicts between ethnic groups and across national borders in recent years, the convention has become increasingly relevant. We have seen several examples of cultural heritage, archaeological sites, and pre-historic monuments becoming central targets of warfare and propaganda. The destruction of Palmyra in Syria is just one example, the looting of the National Museum in Egypt another.

Loss of cultural heritage causes far more damage than simply material destruction. Such losses also affect the people’s identity, history, and cultural tradition. An attack on cultural heritage is an attack on the identity and dignity of a nation’s population, and the loss of it will affect the future.

Ensuring the preservation of cultural heritage is also important for the work of rebuilding a nation during the aftermath of war. Cultural heritage can boost the experience of identity and dignity. It may have a unifying force and help towards reconciliation and reconstruction.

We ask the Norwegian government to focus on the importance of cultural heritage and, together with the international community, contribute to reducing the risk of destruction in its international efforts towards a resolution in the armed conflict in Ukraine.

We also ask the Norwegian government, through the Ministry of Culture, to make a demand that the Russian government cease targeting heritage sites and stop violations of international law, human rights, and the Hague Convention.

We ask that the Ministry of Culture representing the Norwegian government, through its international networks, contribute to Europe keeping the banner of peace, progress, human rights, and respect aloft. It is our shared cultural heritage that is in danger, and it must be secured.

 


 

Norges museumsforbund representerer det norske museumslandskapet, og noen av våre medlemmer har samarbeidet med kolleger i Ukraina. Våre tanker går i dag til våre museumskolleger, deres institusjoner og hele det Ukrainske folket. Vårt håp er at deres museer og kulturminner ikke blir sentrale mål i konflikten, at skadene blir begrensede og at man lykkes med å skjerme de mest sentrale delene av den Ukrainske kulturarven mot ødeleggelse og plyndring.

Krig og krise er en kjent trussel mot kulturminner. I Unescos konvensjon om beskyttelse av kulturverdier i tilfelle av væpnet konflikt (1954), Haag-konvensjonen, understrekes det at vern av kulturarv i krig er et ansvar for verdenssamfunnet, og ikke bare de statene som er direkte involvert i en krig.

I væpnede konflikter mellom folkegrupper og over landegrenser de senere årene, har konvensjonen vært mer relevant. Vi har sett flere eksempler på at museer og kulturminner som arkeologiske funnsteder og historiske monumenter har blitt sentrale mål og ofre for krigføringen. Ødeleggelsen av Palmyra i Syria er bare ett eksempel, plyndringen av Nasjonalmuseet i Egypt et annet. Vi vet at kulturgjenstander plyndres fra museer eller graves opp ulovlig og omsettes med formål å finansiere krigføring.

Tap av kulturminner påfører langt mer skade enn den rene materielle ødeleggelsen. Slike tap påvirker også innbyggernes identitet, historie og kulturarv fordi de sier noe om hvem man er som individ og folk. Et angrep på kulturminner er derfor et angrep på identiteten og verdigheten til befolkningen, og tap av kulturarv vil prege fremtiden.

Å sikre bevaring av kulturarv er viktig også for arbeidet med gjenoppbygging av samfunnet i Ukraina etter at konflikten er over. Det kan virke samlende i arbeidet med forsoning, gjenoppbygging av samhold og identitet, og det kan også øke opplevelsen av identitet og verdighet.

Vi ber den norske regjeringen om å ha fokus på betydningen av kulturarven og til sammen med det internasjonale samfunnet bidra til å redusere risikoen for ødeleggelse i sitt internasjonale arbeid med krisen i Ukraina. Vi ber også om at man legger press på russiske styresmakter for å forhindre brudd på krigens folkerett og Haag-konvensjonen.

Vi ber om at regjeringen, gjennom sine internasjonale nettverk, bidrar til at Europa holder fanen for fred, fremgang, menneskerettigheter og respekt høyt. Det er vår felles kulturarv som er i fare, og som må sikres.

The Nordic Museums Associations urge Russia to respect the 1954 Hague Convention
The Nordic Museums Associations of Denmark, Finland, Iceland, Norway and Sweden strongly condemn the unprovoked Russian invasion of the democratic and free Ukraine. We mourn human losses, and we fear irreparable damages to the cultural heritage.
The Nordic Museums Associations receive reports of museum colleagues in Ukraine struggling to preserve and protect objects and collections. As museum colleagues we honor the work of Ukraine´s museum staffs. Museum professionals safeguard the cultural heritage of Ukraine.
Russia has ratified UNESCOs 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict, the 1954 Hague Convention. By doing so Russia has promised to protect collections and museums during armed conflicts. We urge Russia to respect the Convention and to fulfil this promise to spare museums and collections from attacks and destruction.
